#DelhiProtests: 336% Spurt in #Child #Rapes in #India and #Police #Violence

April 20, 2012

delhi rape police pkg Like with the December 2012 Delhi gang rape protests, once again there is an angry public rocking India’s capital.  Last week a 5-year-old girl was kidnapped, held hostage for 2 days by two adult men, and repeatedly gang-raped and sexually tortured with all kinds of objects, like candles and bottles, inserted inside her.  Then the rapists tried to kill her by slashing her throat. The police that had earlier refused to file a missing person’s report when the parents approached them, later tried to hush up the case as the child lay in the hospital battling for her life.  They not only refused to file a rape complaint, but tried to give the father Rs. 2000/- ($40) to keep his mouth shut! They told him not to approach the media or public because they’d only make fun of him! Later as women protestors approached the police, the police beat up some of the women!

As we said in an earlier post, the rape of women in India has increased by 873% since 1971.  However rape and sexual assault on children too has reached epidemic proportions.  In the last 10 years there is an estimated 336% spurt in child rape cases in India according to a 2013 report.  A 2007 survey conducted by the government revealed that more than 50% of children, that is 1 in every 2 children in India, had been subjected to some form of sexual abuse.

angry women at rape protestsThe report which is titled ‘India’s Hell Holes’ categorically states “These [cases] [which account for the 336% rise in child rape] are only the tip of the iceberg as the large majority of child rape cases are not reported to the police while children regularly become victims of other forms of sexual assault too.”  The report also points out that the worst places for child sexual abuse are the juvenile homes that are run by the government.

Here are some newspaper links from the last 2 weeks where the victims were minor girls:

feardom

New Delhi (April 26, 2013): 6-year-old raped, throat slit, battles for life

Shimla, Himachal Pradesh (April 22, 2013): 15-year-old mentally challenged girl raped

New Delhi (April 22, 2013): Another 5-year-old raped and abandoned at the AIIMs hospital

Khargone, Madhya Pradesh (April 21, 2013):  Man rapes and kills 7-yr-old cousin

Nagpur, Madhya Pradesh (April 21, 2013): 4-year-old girl raped in a critical condition

Jehanabad, Bihar (April 20, 2013): 16-year-old gang raped by two men

Surat, Gujarat (April 21, 2013): 17-year-old kidnapped, held hostage and gang raped

New Delhi (April 21, 2013): 13-year-old gang raped by 8 men attempts suicide

Valmiki Tiger Reserve, Bihar (April 13, 2013): 7-year-old girl raped by a forest guard

Bhubaneshwar, Orrissa (April 12, 2013): 15-year-old  girl gang-raped by 4 men

Rohtak, Haryana (April 08, 2013): 13-year-old girl raped

Varanasi, UP (April 05, 2013): 16-year-old girl gang-raped by three

women police and protestorsYet, the worst trauma that victims, their families and Indian society face today is dealing with the police.  Apathy is a given! It is taken for granted in India now that the police won’t file a report, they won’t investigate and even when the family identifies the rapist the police won’t act. They won’t even arrest the culprits! But the worst part of the police in India is in how they blatantly beat up the parents of a victim or the victim’s supporters when they try to protest police indifference to the plight of the victim!!!

Below are two videos.  The top one is when cops beat up people, including the mother of a 6-year-old girl raped and killed, because they were protesting police refusal to act unless the parents could tell them they’ve seen the rape with their own eyes!!!  The bottom video is of women being slapped around by a senior cop for asking why they tried to hush up the rape of the 5-year-old girl that has now set off a furious uprising in India’s capital.

Childrens are easy targets since they can be lured easily. It is there fore essential that the family in question keep a track of their daughter and ensure that they do noy go with any one even if they are well known without the permission of their parents. The parents should also educate and keep a strict watch over their children/

    • April 21, 2013 11:16 pm

That implies that only children of ‘careless’ parents are victims? We don’t think it is possible to keep an eye on a child 24/7. And rapists are sexual predators. They find an opportunity. The question is: do you think rapists in India have any fear of the law given the type of police and government we have?

Face the fact that males from India are sub human and have no souls. Most are missing a frontal lobe. Their pathetic little things should be cut off and then they should get the death penalty. Males from this country seem to think they are something other than garbage. The male children should be drowned at birth-Men are not needed to have children. It is time the world started to support women. Padmanabhan Jaikumar- You are part of the problem.

Padman your society has some thing horribly wrong with it. As an American I recognize that our homicide rate is is out of control. Violence is glorified in our culture .WE HAVE A PROBLEM And you know what ? You have a problem. It goes deeper then escorting young woman everywhere. It is deeper then that. I do have some questions, does this involve class warfare ? Rape across class lines ? Or rape within class lines ? You know what is rape is this much a part of your culture you need to take DNA from every male in the country and excute any one convicted of rape -just kill them. Do that instead of commiting female infanticide.

Do not cast any blame on the parents! How dare you! And no the men in India are not soulless or heartless! I have in laws there that are just as disgusted and in the one video there are more men than women protesting. The reason for such high rapes is in my opinion due to lack of consequence and that many people prefer sons (in the movie they have made there is a woman who admits she killed 8 baby girls in hope of a boy) because of the honor a man brings to your family. Therefore there are many more men than women and this stuff will continue because of that. There are radicalist, MUSLIM, HINDU, and CATHOLIC there! You can not say all of a certain race sex or religion are bad because if your judging all Indian men than why are you supporting women? Your supporting equal treatment of women so why stoop and be prejudice and cast blame in one direction? Bless all these victims, families and supporters

    • April 28, 2013 12:31 pm

Kayla — Yes there were a lot of men protesting and we’ve been asked about that many times. Among them, there certainly are many young men who are raising their voice because they believe every person has the right to safety. However, there are many rapes in India, many within the family and we often don’t see this kind of mass support from men. In fact rape victims in India are often condemned by men and women, and further victimized by men. In fact at the rape protests there were a number of reports from women who said that they were sexually molested by the men there!!! The logic of men often is found in the use of language. They will say they want to protect “our sisters and daughters” etc. Why just “ours?” Why don’t they think the same when it comes to all women and girls?

What I would like to know is what are the rich and famous of India doing about this crisis? I mean certain Bollywood stars are quick to assume lucrative deals to promote various brands, or act as ambassadors to promote causes such as gay rights and even transvestite rights, but what about gendercide and rape of women and children? Do they not matter?

Why are no high profile Indians such as Karan Johar, Shah Rukh Khan, Amitabh Bachachan, his wife Jaya Bachachan (who is a wannabe politician), and the former Miss World Aishwarya Rai, ALL who claim to be patriots of India, voicing their revolt and opposition against such horrors?

As a British-Pakistani Muslim myself, I take pride in denouncing any government which endorses sick crimes against women, children and even animals!

now it is time that women be legally allowed to punish men who rape by cutting their penises off!

    • April 21, 2013 11:19 pm

Unfortunately Asha even cutting off the penis won’t prevent a man from inflicting this kind of sexual torture on a child. There is no fear of the law because they can clearly see the police end up being hostile to the victims. So rapists have no fear! They probably think this system is their anyway!

    • April 22, 2013 1:21 am

It is long past the TIME that women should get JUSTICE and PROTECTION.

    • April 22, 2013 1:42 am

I agree but cut their hands off also so they can not use them on women in any way! The police is part of the problem and not part of the solution! If you receive any help from USA I am here to tell you I will petition the government to STOP all aid to India! And the women in my country will sign that petition and so will the men! If this happened here the whole police force would be looking for him! Maybe if we sodomized all the men and boys of India they would then understand what it is like! Maybe then they would at least look for the rapists instead of protecting them!

    • April 22, 2013 8:14 pm

It is their testicles that need to be removed. Leave them with a non-working penis, as far as sex is concerned, or in this case, rape. If they are castrated, they’ll have no sex drive, nor can they get an erection. That would most likely leave them suicidal. The violence in them would still be there mind you. But, it would take raping women off their menus.

Government and State support for the education of girls so that they can enter the professions such as law, medicine and teaching should be a top priority. This would allow women to tackle the problems from the top The men who commit these atrocities are all sons of women so provide women with the support to change attitudes from the cradle too.

i believe there’s a certain co-operation between police and government officers And some rapists, not because all of them think that’s the way it should be (they don’t) But because of that old primitive solidarity among irresponsible people who suddenly realize they are in responsibility positions; Yet they do not realize that fulfilling basic moral principals by All human beings, including themselves, is Far Much more crucial to society – than their personal friendships !That’s even not applied by telling each other the Truth right away instead of defending each other. i Know that nature. unfortunately we’re familiar with that kind of co-operation in my country. But Not with such attitude towards rapists ! there are other bad things.
i think Everybody but Particularly government officers, elected and not, should ask themselves: “is That the reality our nation was given Indipendence For ?? 65 or so years ago ? do we really deserve it ??”

  11. April 22, 2013 12:58 am

One huge problem is the number of people being born every day in already crowded parts of the world. We’re filling this planet like roaches and the faster new children are born, the faster more people want to have children. It’s almost a geometric progression at this point. Add to that the fact that most people would never make the effort to move somewhere far from where they were born and you have a sort of non-incestuous inbreeding type situation, similar to what can be seen in many countries, where the only thing people know is what their parents new, and so on for generation upon generation.

What needs to happen is that more people decide not to have multiple children, and they spread out further. In order for this to happen, many other problems first need to be addressed, like poverty, hunger, war etc. At this point, I doubt we’ll be able to do it but I hope the human race may yet prove me wrong…

    • April 22, 2013 2:05 am

Yes Colin .. .education is recognised more and more in India as the way out of serial poverty. I worked for a year in a literacy project in rural North India; where 70% of children have no proper school and the cycle continues. Children are frequently “bought” from good but ignorant and needy parents & trafficked into “city jobs” in the south.
The breakthrough is coming thankfully by this awareness raising, and good projects (there are many) set up by people who actually care… however still 200 000 women and children enter the flesh trade in India every year; 1 in 4 girl children do not make it to their 15th birthday. KEEP PUSHING FOR JUSTICE for them … thanks.

    • April 22, 2013 12:58 pm

Roy — these figures cover all strata of society. In fact we find that parents in middle and upper class homes are far less likely to report the crime or approach the police. The same for dowry violence, murders and even female infanticide.

    • April 22, 2013 9:24 pm

I meant to say, thanks Roy for the comment and for all your good work to change the situation for the better! :^)

If I could single-handedly obstruct or punish every act of violence against women I would do so without hesitation. Unfortunately, India is literally a world away from me and I have little way of even communicating the distance. Also, I have battles that I’m fighting right in my own town. I feel like simply posting on an internet site isn’t doing much to change the minds of men in India or China or any other country that needs some change. Also, sometimes I feel like other people have already said it better than I ever could, some right here on this very page. Hopefully somehow these comments will find their way to the right people and someone will change the way things are done in these countries. Until then I’m going to teach by example. I’ll never commit violence against a woman, and if I see someone trying to beat, rape or kill someone, I’ll intervene.

I’m with you 100%. Too many people adhere to an organized religion over common sense. If Jesus were alive today, he would not advocate killing (although many members of the military claim to be Christians), overpopulation to the point where it causes violent problems, pollution, etc. Jesus supposedly taught his followers to make sure they do not harm others first and foremost. And yet, many people who claim to follow Jesus’s teachings, really don’t.

I advocate reason and non-harm above blindly following the edicts of someone who lives in some mansion somewehre.

Its such a shame this is allowed to go on in any country. In this country its doesnt surprise me since the men are wild animals who will hurt the women and children because they know they will get by with it.They need to be put to death when they rape and torture anyone, this would be the only way to stop them.In this country the men have all the rights so women are not protected against the abuse done to them. This country needs new leadership and hopefully vote for someone who cares about all the rapes and abuse that happen to the women and children in their country.I feel strongly if the men who did these crimes would be put to death, show their crimes will not go unpunished they would think twice before commiting any crimes against the women and children.

I don’t think that having the death penalty will work, in fact it could make matters worse (if that’s possible). If perpetrators think that they will be executed if caught then they have nothing to lose by killing the victim if they think that in doing so they reduce their chances of getting caught. But I agree that having more women in positions of power such as the Judicial and Criminal Justice systems might help. If women are ever given the opportunity to aspire to these jobs.

Faith, I agree with you on nearly everything you have said. Just one more thing, according to Bible Prophecy, it is not going to get better, but much worse than we can even imagine. Evil will spread through the earth like a plague, Governments will become more evil and corrupt than they are now, parents will abuse and torment their children, people is going to loose respect for everything that is Holy, greed and hate and the love of money is going to take over peoples minds and actions. But Praise Almighty God, Jesus will be coming back soon and he will destroy all evil and bring peace to those who have chosen Him as their Saviour and Redeemer. A promise to those who failed and who is still failing to accept Him into their lives, you will not be able to get out of what is coming to you. An oppression that will last an eternity, something that will happen to you over and over again, everything that you have done to others will happen to you without ceasing. You are going to plead with God to die but I have a surprise for you, all people will die in the flesh but your spirit is immortal and your suffering will be never ending. The only thing that these people can do now is to repent and steer away from their evil deeds and start living for Jesus and do good to all of Gods creation. Humans, animals and all of nature. Here in South Africa where I live, someone is raped every 17 minutes according to our statistics. Fathers are raping their own little daughters , HIV positive men are gangraping little virgins with the “sick” belief that in doing so they will be healed from their AIDS!!!! Totally deranged in their minds!! And what you said:GOD CAN NEVER LIE!!!! That is so true. May God be with you every day. Shalom.

Women of India have more power than they perhaps realise, they must all stick together and not give up, this looks like it is going to take a very long time for the rife corruption to stop and the men of India to grow up. I believe the men are ruled by fear, they are afraid of loosing the power they have exerted for generations, they do not understand they could be free of this fear and far better men for it. They only have power over children and women nothing else so they are afraid of loosing it and things could get worse before they get better. The women have to be really brave now show the way and keep all these happenings in the spotlight, the men of India who commit these atrocities will continue to be an embarrassment to their country, India, shame on them.

The fact that the female of the species is considered less worthy tham the male in Indian Society has filtered down to this kind of crime where women and girl children are considered disposable, unimportant, less than – a burden on families because of the ‘dowry’ system. Any medical journal would inform that following pregnancy scans, huge numbers of those carrying girls, opt to abort. Consequently India is now facing a huge problem (as will China if it hasn’t already) in an imbalance of Male:Female ratio. This means lots of testosterone driven young males with no possibility of obtaining a wife. The attitude to women has to start fromt he bottom as well as the top – respect for women must be taught in all area’s of Indian society. The Indian Government and Justice Ministers need to show that this kind of crime will be treated very seriously.

Absolutely disgusting! God bless every single woman, man or child who is standing up to the Indian authorities in attempting to change the unjust practices of Indian law and society.

Disgusting. The government needs to get it’s act together. What is needed is international action against India and countries like this until they do something about these vile acts.

Abuse of women and children seems to be a worldwide phenomena and it certainly also takes place right here in the USA! It is hard to point fingers at other countries when such atrocities also occur here and we’re supposed to be an educated country and not half so poor as India. We do need more women in government and other high office to combat the good old boy networks around the world which cover up these crimes.

Let the YUVA come on the streets. Let the thunder in our hearts blow up all the evils in the country. Let the Chandra Shekher, Bhagat Singh, Rajguru in our tissues get reddy to be hanged up. Rape of children should be an offence penalty DEATH. The Government is weak and people should warn that they will oust the government if they do not do something now!!! Any woman should be protected and if raped the men or man responsible should be imprisoned for at least 20 years. No leniency as there is increase in incidences so need severe punishment

Rape of a child is a criminal offence that should never have to be prosecuted…..
In Australia there is a Sexual Assault Unit, staffed by women for women and children and and men for men. CASA Units need to be established in The Indian State Police Forces close to or at the major city hospitals, so that rape victims can get the medical attention they need, and the support of the CASA unit, and the evidence necessary for a conviction can be collected. This madness of blaming the child’s parents, or the child for the terrible actions of an adult looking for sexual gratification, has to end. Victims need immediate support and help, at no cost to them, so that every child has the chance to seek protection for harm. In Australia there is Royal Commission into Child Abuse. Perhaps the Indian government could have a look at that process, as well.
We hope your actions achieve real change.

Helen — the Indian government has laws and processes. But when politicians and police are criminals (literally if you skim over our blog you’ll see what we mean, because 50% of India’s members of Parliament have serious charges of crimes against women pending, like rape and murder), they set up a system the persecutes the people. And they have no intention of stopping crimes against women and girls because this system serves them well!

It is high time our country needs an outlaw, a vigilante who can provide justice which our law is not being able to provide. Until the feeling of fear and chaos is created among these foul creatures, such menace and shamelessness cannot be stopped.

    • April 22, 2013 5:41 pm

We hope that we can all put our shoulders together and take our goverment back from the people sitting up there behaving like dictators. India is a democracy — our laws are meant to protect and serve the citizens. The power is ours. We must take it back.

yes….i totally agree with you Digvijay…. seems like this has become the only feasible way…. there are lots of good people who would stand up against whatever anarchy is going on in the society….. people have to intervene…. and these criminals should be executed …. publicly… and over everything…..over everything i personally curse the media as in movies and soaps which portray this kind of stuff…cause somehow i think it encourages people to do commit these evil and inhuman crimes…. i know my personal view wont change anything…but i will stand against this evil on my own with whatever little power i have because there are loved ones i want to protect if not the value of humanity itself! i just
wish at least a few people think the same way……

There is not a doubt in my mind that the corruption of the Police Force is the reason why these offences fail to be properly investigated and appropriate action taken. I suffered a knife wound to my neck after a robbery nearby my hotel in Pahar Ganj. This precinct is covered by two police districts and before I could even make a report I had to identify where I was attacked. This was difficult but from some landmarks I was able to point to a location and found that it was the Naba Kiran precinct that would take my report. When the DC read my report he said I was not to mention anything about a knife because Delhi doesnt have armed robberies. I persisted and wrote my own statement which the DC refused to accept and he got more and more angry. I told him I did not understand jurisprudence in his district but I had an Insurer to satisfy and refused to change my statement. He then found out who my Travel Agent was and started giving him a hard time. He then asked my to change my statement of things could get difficult for him. The next day I stormed into his office and demanded he dictate a statement he would be satisfied with and I copied it down sentence by sentence and signed it. The he smiled and all the fuss died down because he just had a routine lost property case to write in the books. At that point I realised that policemen and even policewomen are not law enforcers but tools of social control. It seems nothing has changed.

    • April 23, 2013 1:40 pm

That’s exactly what we are trying to get the public to see. That we must focus our efforts on the system of law and order, which right now is practically non-existent. It’s anarchy! The police is here only for the protection of government officials, and 50% of Members of India’s parliament have serous criminal charges pending of crimes against women, including rapes and murders. The government has refused to amend this March as was recommended by the Verma committee to remove these politicians and start a serious clean up of the police force.

People are doing just that, shoving their bananas everywhere.

It is time for the world to declare WAR against these sex murderers and WIPE them OUT! There must be no time for resignation – the same goes for the police! It is a MONSTER who rapes a baby or anyone, for that matter! It happens everywhere and has happened since BC but this is outrageous! If I had the opportunity and the knowledge those years, when I was a child, 6 years old, and onwards, I would have murdered all of the bastards! I would have slept with a knife in my hand and slit their throats! BUT I was just a baby and later, just a ‘suppressed woman’ who those days, had no rights, because it was a ‘pig’s world’ (man) If there are any MEN left in this world, stand up for the innocent and helpless – stand together and get RID of these animals! There are many ways – would not be a good idea for me to share those vicious ideas here!

My heart goes out to the victims and family. Those men and the corrupt people should be castrated!!

  45. April 23, 2013 11:38 am

Such brutal rapists should be invariably sentenced to death. In the cases where death sentence could not be imposed, mandatory surgical castration should be there in addition to any imprisonment. The judicial delivery system should be fast and efficient; and once the guilt is proved there should not be any undue scope for delay.

    • April 23, 2013 1:36 pm

The problem though is within the existent system of law and order, the police don’t file FIRs, they don’t investigate cases, they don’t catch rapists, and they beat up families of rape victims!! The punishment for rapists comes after all this, and as of now the system is not even implementing the existing law!

very soon people will start takin the law into their own hands, and i swear to God i wudnt blame them one bit in such cases. what is even killin me is the fact tht there are known rapists holding public offices….is this som kind of sick joke. well unless the rapist remains in jail, maybe one of these days, one of them shud be made an example by the public….cut off his penis or his hands! let him suffer the same pain of losin somtin permanently….another idea, take the bastards to a gay club and have them raped frm the anus by a bunch of gay guys wit no mercy. som people need to feel pain befor they can undastnd the harm they cause on other people. jail term is notin. even tho the great Gandhi said ” an eye for an eye wil make the whole world blind”…i beg to disagree wit him here. these guys need to feel pain to knw the wrong they have done. these rapist shud know tht they are not safe anywhere in the world.they shud be disgraced, post their ugly faces all over the net and social media. lets see how they can escape the wrath of som pple. even the guilthy police, show their faces with proof, and lets see how they can escape. most of them feel they can just change location and continue their evil acts or start a new life. the society shud not accept rapists livin among them, we all have a role to play in this. once they are known, no one shud associate with them and they shud be disgraced anywhere they enter…..im sick to my stomach wit the tot of all this.

Why do you wish that the men and BOYS get sodomized! Do you have a son, nephew etc. how would you like if they were raped because of another mans wrong doing?! That would prove nothing except the ignorance of certain individuals and harm more people. You’re saying the females are getting raped, so lets rape the males so everyone is getting hurt. No one deserves it, yes females are the main target but have you thought maybe boys are getting taped as well but do to the disgrace it would bring their family and them and possibly being shunned that they keep their mouths shut therefore suffering more so by not being able to vent?! No one deserves this. The government needs fixed not hurting everyone?! There are so many horrible comments wishing pain on everyone including the innocent, prejudice, and just pure hateful comments on here. These are the most disgusting comments I have seen yet, MANY OF YOU ARE NOT WANTING JUST BUT INSTEAD REVENGE! It sickens me. I am a supporter of help and justice, not revenge and causing harm to innocent people

I think Kayla Sneed needs to better understand the pain and anger that some of us feminists and pro girls/ women activists are feeling at both the facts that there is by far not yet the kind of support men needed to show as well as the fact that too many girls and women are still suffering, inspite of the good some of us are contributing to through our engagements.
